While this is rare if you hit the buy now button twice for a credit card pruchase it can end up being charged twice. However I usually catch this myself. I get a notification of purchase.

If you have been charged twice submit a ticket and include product name and date of purchase. I will issue a refund immediately. This will not happen in PayPal.
